Agriculturally Speaking: Honorably Discharged Veterans Exempt from Private Pesticide Applicator Certification Fees
By: Brian Rowe, Pesticide and Plant Pest Management Section Manager
On October 1, 2012, Part 83 of the Natural Resources and Environmental Protection Act (NREPA) was amended to exempt honorably discharged veterans of the United States Armed Forces from private pesticide applicator certification fees. This exemption applies only to those veterans submitting private pesticide applicator certification fees on or after October 1, 2012.
To be considered for fee exemption, the Michigan Department of Agriculture and Rural Development (MDARD) will require official documentation confirming honorable discharge, such as U.S. Department of Defense form DD214, and the private applicator certification application.
Veterans who submitted their private applicator certification application and fee on or after October 1, 2102 can mail a written request for a refund with a non-returnable copy of their official documentation of honorable discharge and applicator certification number to: Faye Burns, MDARD-PPPMD, P.O. Box 30017, Lansing, MI 48909.
Veterans applying for renewal certification by renewal credits may provide a non-returnable copy of their official documentation of honorable discharge and private applicator certification renewal application to the department using the contact information above.
Veterans applying for initial or renewal private applicator certification by examination may provide a non-returnable copy of their official documentation of honorable discharge and their private applicator certification application to the MDARD examination proctor.
MDARD is updating its certification procedures, application forms, and electronic record systems for a smooth transition to the private applicator certification fee exemption. If you have any questions regarding this exemption or accepted official honorable discharge documentation forms, please contact Faye Burns at (517) 373-9752 or Brian Rowe, Pesticide Section Manager, at (517) 373-4905 or firstname.lastname@example.org.
